On March 7, NYCHA announced that capital repairs totaling approximately $665 million will be addressed for the nearly 3,500 residents of Bay View Houses in the Canarsie neighborhood of Brooklyn through the Permanent Affordability Commitment Together (PACT) program. For over a year, Bay View resident leaders have worked closely with NYCHA to build out their vision for repairs and renovations to their homes, and together have selected MDG Design + Construction, Infinite Horizons, and Wavecrest Management as the partner team. The PACT partners will work with NYCHA and Bay View residents over the coming months to schedule inspections and building studies, and host regular resident meetings, to inform modernization, property management, security, and social service plans for the community. In the coming months, a social services provider will be added to the team. Construction is expected to begin in summer 2025 when the property converts to Project-Based Section 8.

“Bay View residents’ selection of MDG, Infinite Horizons, and Wavecrest as partners in this PACT renovation is an exciting example of how tenant decision-making can profoundly improve the quality of life at NYCHA developments,” said Deputy Mayor for Housing, Economic Development, and Workforce Maria Torres-Springer. “This collaboration between tenants and an experienced, community-oriented team will make a major positive impact on peoples’ lives.”

“Resident involvement in the Bay View PACT partner designation highlights the way resident voice can shape NYCHA’s future.” said Executive Director for Housing Leila Bozorg. “I am excited that Bay View residents will benefit from essential home improvements and improved quality of life as a result of the collaboration between NYCHA, PACT partners, and the resident community at Bay View.”
